Why is the NTE weapon/Arc banner controversial? Is it worth pulling?

The core issue with the Arc banner is the 75% off-rate: while the hard pity for any S-rank Arc is only 60 pulls, only 25% of S-rank drops are the featured UP Arc — 75% will be off-banner weapons. The guaranteed UP pity is 80 pulls, and 120 pulls total lets you directly exchange for a specific weapon. In comparison, the character banner has 90-pull guaranteed pity with no 50/50, averaging just 53.5 pulls. The Arc banner's expected cost is roughly 1.5-2x the character banner. F2P/low-spend players should prioritize characters first.
